Proper Steps:

In a strong stance, hold a DB in each hand in front of your hips with your palms facing back
Slide the DBs up your torso toward your collar bone, with your elbows pull up and out to the sides (like a 2DB Bent Lateral Raise)
Control the DBs’ return to the starting position
